Powerful Comments at City Council

On Friday October 14th the Human Services & Public Health Committee of the Seattle City Council met to discuss Council Bill 118794, an Ordinance to Protect Public Health and Safety and Reduce Harms Experienced by Unsheltered Residents of our City. There was public comment at the end of the meeting which included powerful statements and stories from Coalition members and concerned citizens. Below are clips of a few of these comments. Julie, a mother from Magnolia had heard misinformation about the ordinance from her neighbors. Upon researching the ordinance she’s in favor of it. She asks that we remember that some of the unsheltered are families with small children, stating that:  “Some of my children’s classmates are living in encampments. My heart burns with shame when I think about how we have failed them. And it angers me when I hear parents from our school talking about organizing a protest at the local park for fear that their property values will fall. What message are we sending to those children, to their courageous parents who are doing everything they can to get their children to school on time every day.” Cecelia Linsley, a parent from South Seattle spoke about choosing to raise her children, Chiara and Thea, to be people who pay attention and help those around them, saying that “It is a privilege to raise children in Seattle if you have the resources. It would be really easy to carry on with our lives ignoring the fact that not everyone around us…is privileged, but that’s not how I want to raise my children….We’re going to keep using our public parks and other public spaces even if people are camping there. We are going to keep noticing and talking to the people around us – even when they don’t look or live …

Accessing Coordinated Entry for All at King County 2-1-1

At last week’s Coalition on Homelessness General Membership Meeting, Coalition members were joined by Danielle Winslow from All Home who discussed with us the Coordinated Entry for All (CEA) program, which is run by King County. The goal of CEA is to connect individuals experiencing homelessness to housing in the most efficient way. It does this by using a standardized assessment tool to matches the right level of services and housing resources to the individuals seeking these resources. To learn more about the basics of the program and where Regional Access Points are located, visit www.kingcounty.gov/cea. To schedule an appointment for a CEA assessment, people need to call King County 2-1-1 to set up an appointment for an assessment. 2-1-1 is currently experiencing high volumes of calls and appointments are filling fast. Alex Williams with King County 2-1-1 sent us some tips, information, and realistic expectations that people should have when calling 2-1-1 to access CEA. CEA Access and Information at King County 2-1-1 as of September, 2016  General Information on 2-1-1 King County 2-1-1 is open to receive calls Monday through Friday, 9 am to 5 pm. CEA assessment appointments are made on Wednesday mornings. Dialing 2-1-1 on a cell phone will connect you to the 2-1-1 that serves the area where your phone is based. You can also call King County 2-1-1 directly by dialing (206) 461-3200 or toll-free at (800) 621-4636. If your cell phone connects you to another 2-1-1 contact center in Washington state, they can transfer your call to King County 2-1-1 if you are calling during our hours of operation. Specialists at King County 2-1-1 can assist callers in English and Spanish. To use an interpreter for other languages, push ‘5’ when prompted after calling 2-1-1. Volunteer Days are over for 2016, but you can help make back-to-school cool throughout the year!

These are Katherine’s reflections on Project Cool 2016: Last Wednesday, a volunteer placed the final Project Cool backpack into a case manager’s van and I began to reflect on this year’s Project Cool Volunteer Days. As we transition to the next phase of Project Cool, I am able to appreciate Project’s Cool full year cycle and the breadth of people and communities the program touches. We have enjoyed each Project Cool volunteer day, and I feel lucky to have organized, packed and inventoried supplies alongside such fantastic volunteers! As we look forward to the next few months and connecting to community members through supply drives (want to host one where you work or play? Contact Hillary – hillary[at]homelessinfo[dot]org), we know that 1,417 colorful backpacks will enter the first days of school swung over the shoulders of students ranging from Pre-K to 12th grade. Having only joined the Seattle/King County Coalition on Homelessness a few weeks ago, I entered my first volunteer day with enthusiasm, excitement, and a bit of nervous anticipation of the amount of work to be accomplished in just a week. I could not wait to see the weeks of donation and volunteer coordination I had supported, as well as the year-long effort Hillary and Julia contributed to Project Cool, come to bloom! My expectations were surpassed and my qualms eased by the awesome volunteers that arrived with enthusiasm for each shift. I feel hopeful for the future of the children that Project Cool serves after discussing many volunteers’ commitment to ending homelessness. Over the past week I learned more fully how raising a child can require mobilization from an entire community. Recap: Families with Children Meeting – KidsPlus Training and Coordinated Entry for All – June 22, 2016

Big thanks to all who were able to join us for last month’s Families with Children committee meeting. As always, it was great to see a room full of familiar and new faces! We were joined by Mary Dunbar from Kids Plus (Public Health – Seattle & King County), who offered a training on working with guests to address their mental health needs. Danielle Winslow (All Home) provided timely Coordinated Entry for All updates with the group. Highlights and resources from these two folks are below: A list of mental health services available for children can be found here. The YMCA also operates the Children’s Crisis Outreach Response System (CCORS), which offers urgent crisis outreach as well as short-term stabilization resources to children and youth in King County, as well as their families. King County Mental Health’s wraparound services offer additional supports to children to help stabilize them in the community. More information and application processes for this program can be found on the King County website. Adults and folks of all ages can access mental health services at the locations listed on this document. The Crisis Clinic is an excellent resource for folks to call if in need of immediate crisis help, and they also provide information about suicide warning signs and crisis intervention strategies. King County Crisis and Commitment Services are available 24 hours a day, 365 days a year to provide initial outreach services to folks not already accessing outpatient care in King County as well as evaluation of people with mental disorders for possible involuntary detention in psychiatric facilities according to the mental illness law in the State of Washington. Throughout King County and the state of Washington, low-cost and free clinics are available for folks to access mental and physical healthcare needs. Recap: Single Adults Advocacy Committee 11/12/15 meeting: Employment Opportunities with the Diversity Initiative

At our last Single Adults Advocacy Committee meeting, we were joined by Sarah Rothman, Diversity Business Partner with the Northwest Center at Amazon. The Northwest Center seeks to create a pathway to employment by breaking down barriers, and Sarah works to connect people with disabilities to quality employment through the diversity initiative. Everyone who is referred to the Northwest Center will be offered an interview with Sarah to determine a best fit for them and the potential employer. After interviews, Sarah provides next-step actions for the candidate, including interview and agency feedback. Employment opportunities through the Northwest Center often involve customer service experience, and include cashier, mailroom, food service, and reception positions, among others. Recap: Youth and Young Adults 11/10/15 meeting: Seattle Public Library Programs and Partnership Opportunties

Big thanks to Shelley Mastalerz and Summer Hayes from the Seattle Central Library’s Children’s and Teen Services for joining us at our YYAC meeting last Tuesday, November 10! At the meeting, Shelley and Summer shared with us some of the current events/opportunities that the Seattle Public Library (SPL) hosts, and some opportunities for developing community partnerships. Every Thursday afternoon, from 3pm-5pm, the Central Library hosts a youth drop-in, put on by a partnership between the Library and New Horizons Ministries. This time was created to fill a gap in time where drop-in hours were not available at New Horizons. SPL is seeking to expand programs such as this, and we enjoyed discussing what this growth could look like. Some of the ideas from the group included advertising the resource by visiting current drop-in centers and passing on the word, creating an easily accessible resource center as part of the Teen Center, diversifying available activities, and offering incentives for youth to visit the Teen Center during Thursday drop-in times. Shelley and Summer hope to form more community partnerships and work with youth and young adult service providers, so please reach out to them with ideas, questions, or to work towards beginning a partnership with them. No Shelter: Counting the Homeless in Seattle by Mary Anne Mercer

We are all in the Huffington Post, thanks to a superb essay by Mary Anne Mercer. She writes about homelessness and inequality, and how tragedy becomes normalized. To every One Night Count Team Captain and volunteer who makes guests welcome, and keeps our community’s count safe, respectful, and accurate ~ thank you.  No Shelter: Counting the Homeless in Seattle (originally published 02/04/2015) It was three AM. I was walking down a street in one of Seattle’s toniest neighborhoods with my 25-year-old daughter and another young woman. We were part of Seattle/King County’s One Night Count of the homeless, a massive effort to document the number of “unsheltered” persons on a random winter night, after the shelters had closed their doors. It was my first time, but fortunately my companions were veterans of working with homeless populations. We spent the next two hours covering specified streets and alleys, peering behind trash cans and into parked cars, doorways and little park-like spaces. The effort, a project of the Seattle/King County Coalition on Homelessness, was carried out by nearly 1100 volunteers who spent a few early morning hours documenting the men, women and children who had no indoor shelter. It was a clear, cool January night. We strolled past glittering display windows for the many new condominiums and apartment buildings in the area — brightly lit, elegant showrooms with upscale décor and expensive furniture, plush sofas and carpets. As we moved past a low wall lined with manicured shrubbery, I glanced at a long mound covered by black plastic, nestled under the greenery. The three of us stopped, and suddenly I heard the faint sounds of a popular song. I jumped, and looked over at my daughter, who nodded knowingly. Youth & Young Adults Committee 12/9 recap: Survival Sex Workshop

Last Tuesday about 50 community members gathered at the Coalition’s Youth & Young Adults Committee (YYAC) monthly meeting to share in a powerful workshop about Survival Sex facilitated Queer Youth Community Organizing Interns TJ Petrik and Jackie Sandberg from PSKS.  (These two participated in the YYAC’s Youth Advocacy Summit this year, and it was great to reconnect!) As a topic that is very prevalent in the lives of many in our community, but not discussed as much as it should be, it was good to share this conversation with service providers, case workers, advocates, and more so everybody could get tips for how to share important information with those they work with. Some highlighted tips for service providers: Find full list of tips from TJ and Jackie here Survival Sex can loosely be defined as “needs-based sexual activity” and is often traded for assurance of safety, a place to stay, money, protection, and drugs among other reasons. Needs based sexual activities are very complex and personal, and are especially prevalent among homeless youth and LGBTQ youth. Service providers can and should provide information and resources about sex work while being sensitive to those they are serving. Many people may not be open about sharing so it is important to make sure everyone knows that resources are available by using space in your facility to educate people via fliers, events, and non-derogatory language. It was suggested by many in the room that one approach for intake workers and service providers to share information would be by asking: “Would you or anyone you know like information about resources for those involved in survival sex.”  Asking questions such as this allow space for individuals to access resources without having to disclose personal information. When working with a young person who’s engaged in needs-based sex work, it’s important to discuss risk reduction. …
