Last week, Seattle Mayor Ed Murray introduced Move Seattle, his ten-year transportation vision that integrates our plans for transit, walking, biking, and freight.  We encourage you to check out the information on the proposal, take this online survey, and attend one of three community conversations to share your input.

Seattle City Council to vote on Homeless Tent City Ordinance on Monday, March 30. 

A zoning ordinance to permit transitional tent cities for individuals experiencing homelessness on Seattle City-owned or private property was recently passed out of the Council’s Planning, Land Use, and Sustainability Committee and will come to vote by the Full Seattle City Council this Monday, March 30 at 2.00 p.m. (This proposal is based on Councilmember Nick Licata’s original legislation from two years ago, which we helped develop, and has been reworked  by Mayor Ed Murray as a result of the recommendations of the Unsheltered Homelessness Task Force this year.)

The Coalition supports safety for people who are homeless outside, including organized tent cities, and calls on all members of the Seattle City Council to vote yes and pass the proposed ordinance.  Along with our members, we will be present at the City Council meeting to share our collective voice on this important issue. We will also remind City Council members that they must work with Mayor Murray to ensure that he keeps his commitment to increase the capacity of our city’s indoor shelter network by at least 150 year-round indoor beds, using city-owned property.

Families with Children Committee: Back-to-school reports and the future of joint FWC-FHI meetings

Our Families with Children (FWC) Committee gathered in September to discuss the future of its new quarterly joint meeting with the Committee to End Homelessness’ Family Homelessness Initiative. They also reported back on the start of the new school year for the students who are homeless that they serve. Here are some brief notes from the discussion:

HOW DID START OF SCHOOL GO FOR MCKINNEY-VENTO STUDENTS?

  • Backlog of enrollment paperwork
    • In Seattle, had students who didn’t go the first 2 days of school because of this.
    • Others said the first two days of school had VERY fast turn-around re: paperwork, but slowed significantly after that.
  • Transportation
    • Reports of buses  being 1.5 hours late – A. Moon (Mary’s Place)
    • Reports of taxis being 2 hours late – A.Moon (Mary’s Place)
    • Case Manager said she went above and beyond to verify and confirm – multiple times – that the orders were correct. And still, these delays happened. She even had a taxi with incorrect orders and wouldn’t take the student to the correct school!
    • In West Seattle, it took one week to get a bus to pick up a student.
    • Safety concerns of younger students being assigned ORCA cards instead of a taxi or bus
    • No one reported ORCA card issues (e.g., then not being loaded)
    • Multiple people reported having concerns and questions around the 1-mile rule  (i.e., no transportation, must walk). Case Manager said that 2-mile rule for homeless families who live in Queen Anne is quite difficult. There is a much greater impact of this rule for families who are homeless
  • Proactive and flexible engagement from Liaison
    • Liaison w/ Lowel (school) came to provider to talk through McK-V and connect with families. SUPER HELPFUL
  • In class/Teacher issues
    • Parent said middle-school aged son was marked down in class because he didn’t have correct school supplies. The teacher didn’t know he was McK-V student. KS worked with Child Care Resources to get supplies, and to report to principal and work with teacher. School doesn’t seem to understand that they’re ‘on the hook’ to do better. And Jr. high and HS is very challenging because there are so many more teachers.
    • Parent shared that her other child is being pulled out of SpEd by the school. This doesn’t make sense since her child is visually impaired.
  • Agency Supports
    • Sacred Heart said things went really well. They met with families earlier than normal, and that was a big help.

    • SYSTEMS REALIGNMENT: changing of housing stock, realignment
    • DATA – there’s such a focus on quantitative, but where’s qualitative. And how do we ensure that happens? Idea for FWC to organize around this as combined we have huge amounts of rich experience w/I organizations and families served.
    • re: RRH: feels like there are high expectations, and there’s a reality of the affordability of housing. Not easy, not quick process. Landlords aren’t exactly on-tap.
    • LANDLORD ENGAGEMENT: Concerns about TANF families who have gotten housing in rental market. While no case manager wants to stop homeless families from becoming housed, we want to do everything to make sure that they aren’t “rapidly unhoused.”
    • ACCESSIBILITY OF UNITS
    • REFERRAL PROCESS: many involved in the Pilot said they have empty units, and are loosing money. Families are being referred that don’t actually qualify.
    • “BARRIER REMOVAL WITHIN SYSTEM”
    • RRH – after the pilot is over: what modifications do we suggest, and how can we work to follow up. Discussion about how and when evaluation is conducted.
    • EVALUATION: want to truly understand what this means, when it happens, what’s involved, who does it, etc.
    • OUTCOMES: “who’s the keeper of transparency in that system”
    • DEFINITION OF SUCCESS: what is the definition, who defines it, is it open to suggestion, and in what ways does it differ from our organizations’ definition of success?
  • Meeting structure: this is what the group wants to hear more about at each joint meeting, and especially the upcoming joint meeting. [ we spoke about the RRH pilot evaluation process as an example]
    • Who makes decisions
    • Who’s involved in the committees, subcommittees, participating agencies, etc.
    • Who is the audience of each of the FHI, CEH, FWC mtgs?
    • Who has influence? And to what degree?
    • Families who have voice – how does FHI reach out to them, and where can others input?
    • Clarity – generally speaking
    • Focused guiding questions are very helpful, but don’t need handouts early.
    • Comment: “Will what we say have an impact?”
    • Funders: taking a backseat would be helpful, and make sure that they are clear on focus of meeting.
    • Request for built-in structural parameters of what’s being facilitated, and who is facilitating.

In lieu of the regularly-scheduled November FWC meeting, please mark your calendars and plan to attend the November 6 community meeting on Family Coordinated Entry.

The consultants contracted to review our community’s coordinated entry for families – Katharine Gale and Kate Bristol (Focus Strategies) – will review their findings, present information on other  system models, and facilitate dialogue around key challenges. This is an open meeting for all, not just organizations who participated in the Pilot project. Your presense, comments, and feedback are important — join us!

Recap: Coalition’s General Meeting – December 19, 2013

As we were bidding farewell to 2013, Alison and I discussed what we’d like 2014 to look like for the Coalition’s Everyone Counts blog.  One idea that we’re running with is to post a recap after every General Member Meeting. 2013 was a great year for our Coalition, and one we want to build off of in 2014. So, here to ring in this New Year with our new tradition is a Recap of December’s General Member meeting.

As a reminder, the General Member Meeting takes place every third Thursday of the month from 9.00 – 11.00 a.m. at the East Cherry YWCA (2820 E. Cherry Street in Seattle). Seattle Final Budget News & Thank You to Mayor Mike McGinn

  • Our friends at the Seattle Human Services Coalition’s handout highlights our HUGE win with the City of Seattle Budget process: an additional investment of $6,891,219!
  • Out-going Mayor Mike McGinn and Jerry DeGrieck, Senior Policy Advisor to Mayor McGinn, came to receive the Coalition’s sincerest Thank You for their leadership and commitment to Seattle residents over the past four years, and also for his strong support of the Coalition’s budget recommendations this past year. Mayor McGinn shared his heartfelt thanks to the Coalition and its members for all of our advocacy, and encouraged us to keep it up.

2014 Legislative Session Preview

  • Robin Zukoski of Columbia Legal Services (CLS) provided background and an overview about the upcoming Legislative Session.
  • Ben Miksch of Washington Low Income Housing Alliance (WLIHA) shared with us WLIHA’s 2014 State Legislative Agenda.
  • Carrie Dolwick of Transportation Choices Coalition shared the status of Transportation policy at the State and Local level, as well as the possibility of a low-income Metro fare.
  • Join the Coalition as we press forward on issues related to:
    • Funding affordable housing and homeless services,
    • Homeless students and youth in foster care,
    • Housing and Essential Needs,
    • Fair tenant screening practices,
    • A fairer tax system,
    • Sustainable funding for public transit, and
    • Temporary Assistance for Needy Families (TANF) benefits.

Coalition Staff Report

  • Rebecca Roy, Community Projects Manager, previewed the 2014 One Night Count: overnight Thursday-Friday, January 23-24, 2014 (i.e., very early in the morning on Friday, January 24 from 2 a.m. – 5 p.m.).

King County Winter Shelter Advocacy      

  • Last year, King County Executive Dow Constantine doubled the King County Winter Shelter’s capacity to provide a total of 100 beds for people who are homeless to access safe shelter and get out of the bitter cold. This year, temperatures dropped faster and much earlier than in years prior, yet the King County Winter Shelter didn’t see a correlative increase in capacity. Advocates have called, written, and petitioned, asking King County to once again double the capacity — and nothing has happened. Now, we demand that Executive Constantine respond to the need in our community just as he did last year. Please call Executive Constantine at 206.263.9600 and tell him add 50 beds to allow men who are homeless to safely sleep at the Administration Building Shelter.

Special Musical Interlude: John Shaw

  • John Shaw is a musician, activist, writer, and long-time friend of the Coalition.  He read from his newly released book, which will change how you think about the classic songs “God Bless America” and “This Land is Your Land.”  Lucky for us, he brought his guitar, and we shared in some good ol’ group singing.

Notes from November’s General Member Meeting

  • A full hour was devoted to Sara Robbins and Stephanie Earheart, Benefits Attorneys from Solid Ground, one-of-a-kind, in-depth presentation on the Affordable Care Act and Washington’s Health Benefits exchange. Issues covered included: transitions for current Medicaid recipients, new eligibility guidelines for Medicaid and tax subsidies and a little bit on navigating the WA Health Plan Finder. This was an incredible opportunity to get questions answered, and to better understand the sign-up process. Here’s a link to their presentation: ACA Lecture Solid Ground 11-21-13.
